We have used www.pmod.co.uk for our new design, which will be up very soon. I have used them for a personal wesite too, amazing. I would recommend them to anyone with high quality needs.

Look through the Advertising Forums, that should get you a few ideas, then do a search on them on WHT to see how reputable they are. That's one way, I'm sure more will follow

$400 for a complete professional site, would be a pretty tight budget for a company to create the site. You might be better of with a freelancer.

Yeah thats going to be tought to vidn a company to do that. Look for a freelancer and I personally think some free lancers are better then goign with a company

Here's a quick quality check:
Run the w3c validator on the designer's page. See if it passes
$400 could get you something decent, however, sadly, 90%+ of 'designers' on WHT don't really know what they are doing and have never even heard of a colour wheel etc.
Remember that outside of WHT, expect to pay around US$60-$100 per hour for design work.
Some designers fail to realise that not everybody uses crapola internet explorer. Try viewing their portfolio works in lynx, and see if you can still navigate.Gone.

I think you should go for a freelancer. You can ask this same question in the related offers and request forum. People will post theire portfolio and you can look for the 10% 'quality' designers. (cause i totally agree with phision.com on that).

I think you have to see 4 things:
1º Quality.
2º Creativity.
3º Seriousness.
4º Cost.
Freelance or Company? With this budget i would go with freelancers.
90%+ of 'designers' on WHT don't really know what they are doing and have never even heard of a colour wheel etc.
I NEVER USED A COLOUR WHELL
Only a joke... i think here is some talented designers, at least 11%.
