    subdomain point to host B?

Hi hope this is the right forum to post this question.

i have a domain name whose nameserver i point it to host A

then i also have account with Host B. Host B doesn't allow IP access.
You cannot view the site via IP. However, you are able to access your FTP and/or cPanel. Thie IP view was diabled in later versions of cPanel due to safety reasons.
So is it possible i create a subdomain, to access host B??

If yes how to do so?

    yes its possible.

its done via DNS if you have DNS control on your domain then point the subdomain to that IP and inform your host B to change the hosting to that sub domain to work properly.
