Swap default telnet and ssh port?

My company block all ports but 21 ftp, 23 telnet and 80 http.

They dont open 22 ssh (which I think this is wiered).

So, I couldn't ssh to my web server while at this kind of network config.

I could telnet but I prefer to use ssh.

Anyone have idea how to swap ssh and telnet ports?
    Like become:
    ssh use 23
telnet use 22 (i would turn off telnet when ssh works at 23).

    Starts from modifying /etc/services?
else where I need to configure?

My box is RHEL 3. (like RH9 i think)
