My friends and I are thinking of starting a sort of web hosting service for ourselves and some friends, and we're want to combine our bandwidth, however, I'm not sure that's possible. I do know, however, one can use Apache redirects in the .conf file to redirect from one domain to another (the domain will point to a different machine) if certain conditions are matched, such as one of our machines being down.
This is possible but you are usually better off having two different servers' nameservers associated with each domain then be sure to mirror everything on the 'backup' server.
Apache redirects are definitely possible, but if the host is down, what's the point?
And yes you could do this by combining bandwidth but it would be a lot less complicated if you had one central server/reseller account.

If you pool your resources together - yes, having a decent primary server (perhaps with RAID1 mirroring or a separate HD for backups) and maybe a backup reseller account would be a cost effective option for you.
