ASPUpload is pretty standard I believe. The Host Quote tool is pretty good and people respond pretty quick. I used it to find some colo prices last week and I got a couple of responses in a few minutes.
Once you get the responses you can do a search on here for reputation etc...

It has been requested a number of times from existing clients and non clients and it is still in my mind to look into at some point but not for a good while (at least 6-12 months).
In my opinion being able to sell a product is not a good sole reason in this game to start offering it. It is important (to me anyway) that we are able to offer it well and provide great service which is at the heart of our current offerings.
To provide Windows based hosting would require staff and admins who are experts in this area. I have never touched a Windows server in my life and more importantly, my staff are all on board because of their *nix/cPanel expertise (not Windows). To start offering Windows based hosting properly would most likely require a whole extra set of staff to make sure the quality is up to standard and that is obviously a big move... hence the reason it's not offered.
