I'm not understanding the benefit of of untargeted users unless you are selling advertising space at CPM (which in that case would be a really poor thing to do for your advertisers. Please explain this one.
Untargeted traffic might be used to bump up the stats to get higher prices for ads or when selling a site. Depending on the content and topic of your website - untargeted visitors still might generate revennue.
Webmasters are going to sell their traffic to the highest bidder. So webmaster sites aren't going to sell their traffic as untargeted. Likewise for other quality sites.
The ones that can't sell trafic as targeted go labeled as "untargeted." You'd think that this traffic is just general traffic, but in reality it tends to be from undersirable audiences (teenagers, foreign, etc.) that won't produce sales.
