My bet is no, it will absolutely not be "good" at that pricing. You are looking for 100Mb/s of uncongested transit for your own use, right? Not just a host who has 100Mb/s of connectivity (very small by today's standards.) I was not sure based on the wording of your post.
While the price of a co-location cabinet plus power (you will need at least 40 amps for 40 1U servers) varies greatly based on location, the price of transit really makes it hard for anyone to price below the ~$40/Mb range on small commits without taking a loss. Anyone selling to you at $15/Mb - $19/Mb and throwing in rack + power is probably cutting corners.
There is no way it is quality! Unless of course they are giving it away to fullfill a committed amount! Although, I doubt it! Anything under $4000 I would be suspicious. Plus space and power does cost money!
We are a major provider of L3 and I know that it would be impossible to sell it at that price!
