If I have text embeded into a picture, but I want the googlebot to see it should I put the text into the alt tag?

Yup, that's exactly what you want to do. Not only is it good for google, bit it is also great for those who have images turned off, for a variety of reasons.

Search engines can't read text in images full stop. So, yes, that's what the alt="" tag is there for.
However, unless the image is actually connected to a link, then the alt tag benefits are going to be pretty minimal.
