One of the easiest portals that I have found is e107. Easy to install modules and skins though it is somewhat finiky with servers. Other than that I would suggest using PostNuke since it is very well supported.

I know you tried Nuke but there is a lot of support sites out there for PHPNuke. I would try using that again especially since there is so many templates out there for it.
Thank you,
Chris

PhP Nuke has quite a few Addons though they can be a little messy when installing them. If you are looking for ease of use I would go with the e107 system. It does have Search Engine optimization and supports MetaTags. The easy part for this one is installing of custom modules. They are basically point and click to install them as well as the skins.
e107

PHP system/portals that I have used and recommend:
www.phpnuke.org - PHPNuke, its bloated but does its job
www.postnuke.com - Good, solid, not as bloated as PHPnuke, but updates are slower. I use postnuke for my site www.thegamelan.com, and www.ivumd.com
http://phpwebsite.appstate.edu - PHPWebsite, very good, easy to use. More of a CMS than a portal, my site www.integrahosting.net uses phpwebsite, as does www.amishgeek.com
www.mamboserver.com - Mambo, pretty cool CMS, doesnt have the functionality that I need for my sitse.

check this site out it was built with php-nuke www.genmaps.com. Runs fine and easy to update. The only thing I would tell you is to make sure you get googletap with nuke. This can be found in a bundle at www.nukecops.com

I quite liked PostNuke. I thought the community support was excellent. It took me a while to get my head around, but once that was sorted out, it was all easy. Especially with great tools like Autotheme around.
A few people recommend Typo3, but I found that insanely complicated to get anything going at all.
