Is (or was) there a known issue about ImageMagick sucking up tons and tons of bandwidth? I have a friend who installed it herself and is now using about 90 gigs of bandwidth every month, and that's the only explanation I can come up with.

I've not heard this one before. Imagemagick is a graphic manipulation tool though and if the site uses it, it's safe to assume it contains a lot of gfx (eg a gallery script) so that could be the cause for the high data transfer.
