Yes, it takes up more than a static page. It needs careful monitoring or else some crazy script will crash your system.

er not really, you can't say that all forums need "careful monitoring"
If you're looking to host forums as a specialty, steer clear of cgi based boards, they will generally be more resource intensive than others, and in general, make sure that your customers boards are always patched and up to date, especially with some of the boards available without a paid license like phpBB or IBF if you don't keep ontop of updates it wont be too long before somebody takes advantage of an exploit.
