Dual Xeon Question - Is This Normal

Was just playing around with one of the burst servers, noticed something i'd never seen before. The server being a dual xeon 2.4ghz (that's what i paid for)

In whm in server information it usually says this:

    Processor #1 Vendor: GenuineIntel
    Processor #1 Name: Intel(R) Xeon(TM) CPU 2.40GHz
    Processor #1 speed: 2392.106 MHz
Processor #1 cache size: 512 KB

    Processor #2 Vendor: GenuineIntel
    Processor #2 Name: Intel(R) Xeon(TM) CPU 2.40GHz
    Processor #2 speed: 2392.106 MHz
Processor #2 cache size: 512 KB

    Processor #3 Vendor: GenuineIntel
    Processor #3 Name: Intel(R) Xeon(TM) CPU 2.40GHz
    Processor #3 speed: 2392.106 MHz
Processor #3 cache size: 512 KB

    Processor #4 Vendor: GenuineIntel
    Processor #4 Name: Intel(R) Xeon(TM) CPU 2.40GHz
    Processor #4 speed: 2392.106 MHz
Processor #4 cache size: 512 KB

    But this dual xeon says:

    Processor #1 Vendor: GenuineIntel
    Processor #1 Name: Intel(R) Xeon(TM) CPU 2.40GHz
    Processor #1 speed: 1603.681 MHz
Processor #1 cache size: 512 KB

    Processor #2 Vendor: GenuineIntel
    Processor #2 Name: Intel(R) Xeon(TM) CPU 2.40GHz
    Processor #2 speed: 1603.681 MHz
Processor #2 cache size: 512 KB

    Processor #3 Vendor: GenuineIntel
    Processor #3 Name: Intel(R) Xeon(TM) CPU 2.40GHz
    Processor #3 speed: 1603.681 MHz
Processor #3 cache size: 512 KB

    Processor #4 Vendor: GenuineIntel
    Processor #4 Name: Intel(R) Xeon(TM) CPU 2.40GHz
    Processor #4 speed: 1603.681 MHz
Processor #4 cache size: 512 KB

Have i been given a 1.6ghz machine or is this some kind of mistake?

Is there another way apart from whm to see the specs?

    Thanx

They have not set the BIOS multipliers/FSB up properly from the looks of things, email them and let them investigate it asap
