    can a vps?

Can a VPS handle a phpbb forum site with 9,000 members, that uses 60gb of bandwidth monthly? also averages about 50 users online!

It depends on what kind of server its running on. 60gb doesnt sound like much for that type of volume. But if you have that many users, throw up some ads and get a dedicated server.

I have a Vb running on a vps at vpscolo.com, 2700 members, 50-100 users online about 15 hours each day, 900MB to 1.5GB bandwidth per day with NO problems at all, I know its not as many members but its about the same amount of active users online, hope this helps

Well, for a forum of that size, you should have probably at least 512 MB ram, or even up to 1 GB. A VPS wont offer you that much.

You would be better off with a full dedicated server so that you have easy room for future growth

Real world on a VPS we have a customer running a forum with 9,000 members and a constant 200+ on and we've had it run upto 926 users online without issues.

It depends on the hardware that the VPS is run on. If it's a Dual Xeon 2.4/2.8Ghz server, with 2GBs of ram, and you're allowed up to atleast 512MB of it, you should be perfectly fine.

I'd go with a dedicated server, but that also depends on your current budget.
