WHM: suspend without notice?

How can someone (not root) suspend an account (created by root), but that account isn't listed in suspended accounts list ? Is our server has been hacked? We've applied many securities: phpsuexec, /tmp noexec...

are you certain its supended and its not just a html file with a suspention notice that have been uploaded?

It was suspended for sur, as my customer couldn't log in.

I know the reason now. That's another root suspended it, and a bug in WHM prevents it from displaying.
