I have asked for suggestions on these hosts before, and have spent a great deal of time on their message boards.
While I have no experience with any of them, some of the things that I understand from reading the forums:
Mesopia.com is part of the Happy! Hosting Network. There is no information on this network, and based on the Mesopia forums, is an entity created by founder of Mesopia, Jay. There are really only two admins who surf the forums, and Jay is one of them.
Hostfeature.com is also part of the Happy! Hosting Network. Jay claims the relation between the two is just that it is the same parent company, but on the face of it, it seems that he's likely running that host as well. (And both use the server name Oracle at the very least.) They do not appear to be a reseller of another host. (Jay, where are you to clarify?)
P4host.com on the face of it, seems to be run by one person, Kevin. While they seemed to have had a few bad days in mid-February, most people seem pleased with the service they receive. They do not appear to be a reseller of another host. (Kevin, where are you to clarify?)
Modhost.com appears to be a reseller of aletia.com or pwebtech.com, both of which are listed in their whois. That's all I have to say about that because their website doesn't have much information about them.
Surpasshosting.com, like hasweb.com, appears to be a reseller of hostdime.com. Hostdime.com has had some downtime issues, especially back in December if I recall correctly, but the Surmunity forums are active and seem like they really do their best in terms of disclosure.

I'm pretty sure Surpass Hosting is not a reseller. Let me check and I'll let you know. Not that being a reseller is a bad thing but Surpass offers dedicated servers so I doubt they're resellers.
Ok I asked them and they are not resellers of host dime. Surpass Hosting is a subsidiary of Host Dime. I believe that is common with one major company then several subsidiary companies trying to fill niche markets. Just like Yum! Brands, Inc. operates KFC, Pizza Hut, Taco Bell, Long John Silvers and A&W restaurants. Check out their forums or just ask them for more info they'll explain it to you.
