Hm, if you have learnt probability
5GB/day will limit you from bursting 100GB in 1 day, therefore it might not be a good news for download sites (especially certain files are out, bandwidth usage would be higher)
Since they have took out the possibility that download sites would be hosted with them, what are the chances that other sites (rare) that will utilize that much of bandwidth? Probability  They must have hired a good mathematician, PhD for their sales / marketing dept.
And overselling

Come to think of it... 3-4 of these accounts and a decent php-based downloading software and someone could give sourceforge.net a run for their sponsored mirrors.
Actually powweb.com can afford these prices...anyone can.... advertise a Mercedes for price of a Citi...then just take money and deliver a BICYCLE. Don't look back is the motto...that's what Powweb.com does anyway going by so many customers complaining about everything possible under the sun.

I've been with them now for over a year -
There's a great deal of freedom that their service allows (full htaccess ability, etc) come in quite handy. I'm sure they oversell, but as was mentioned here it's not like everyone there will use what's allotted. Their service is great for someone with a personal site they like to play with on the side, but they have a nasty habbit of doing major system updates without having giving prior announcement or fully testing them.
Thier support staff is usually pretty helpful, and their online forum is a great source for help ( http://forum.powweb.com).

a friend of mine which has his site on a guild he runs on a game uses powweb. He seems to like them and his site seems to run fast all the time I visit and no down time.

Actually They might not be overselling perse they might be offering this as a sales gimic to increase the customer base. Then again who knows what kind of servers they have set up. maybe a they have a serious storage solution, with a shared database. Who knows, I was prone to say that they were overselling, but the 5gb/day i think is what is really helping them out alot. I doubt they oversell, but then again alot of companies do.

~$0.05 per GB is overselling no matter how you look at it, gimmick or not.
