Does anyone know what you need to do in order to host a foreign domain if anything? For example do you need to register your name servers with the foreign registrar? Thanks.

no, the only task is to set the name servers to yours on that foreign domain's recirds. (that is the longest part actually). Since everyone is using the same ROOT dns servers, your name servers are already known world-wide
