what is the command in ssh to rebuild apache?

If you're running cPanel too then the command would be:
/scripts/easyapache
It's up to you which option to use, 6 is the best so you can configure it to your exact liking.

It depends a on what version of Apache and what modules you are building with it. Take a look config.status for Apache 1.x and config.log for Apache 2.x.
If you don't think you need to rerun the configure step, then just run "make" in the directory containing the distrubution. You may want to run a "make install" afterwards but this might not be needed.
