Nuke Problem

A client of mine is getting the error below when he goes to his PHP-Nuke Downloads page. I have included a link to an screenshot. Does anyone know how to fix this?

For future reference you need to open the mainfile.php. Search for LC_Time and remove the quotes that are around it.
