Question

Help Starting non profit hosting project

Hi.
I'm starting a local project to provide non profit organization with free hosting (mainly ecological-driven ones). As you know, most people in this organizations do not have designers nor thecnical staff etc. Thus, I would like to offer them some sort of a simple "geocities" that allow them to create their own pages or to install their on xoops (or similar)(I've searched how to get the fantastico script without success ) Of course I'm not a programer but this shouldnt be a problem right?
The assets are this:
1) computer: p4 1gb ram and 80gb (I can add some other hd) disk space running win xp. I have 2 internet connections: 1 wireless 1mb and a 2mb adsl. (keep in mind the sites wont have many users). And that is it.
The questions are:
Is there any script/program (cheap of course ) to create this geocities like site?
Is it possible to give them a control pannel?
Where can fantastico be downloaded?????
Any help will be very appreciated.

First of all, I suggest using linux instead of windows.
After linux is setup, I guess I could try helping with a script for free hosting and administration of the server.
Please contact me on MSN(nuxzhell@hotmail.com).
Thanks,
Dan
