Sorry for the stupid question but I bought something from someone on eBay that had 100% feedback on the 23rd of December..except I haven't had one email from him..phone call or any sort of explanation as to why my product hasn't been shipped. What's all required when filing a paypal chargeback?

Nothing, really. Just go to the customer center and file the dispute. They'll ask if you received a package. Also, they'll ask you for "information". No specifics, however. Then you'll wait for them to contact the seller. If the seller doesn't respond within 10 days, you win.

Paypal is pretty good in handling disputes. If you are a merchant getting too many complaints or chargebacks will get your account suspended
