I downloaded this file into pair's network at 201 KB/second (1.6Mbps). The traceroute shows that both networks are on Williams; I know we have no inbound Williams traffic so they are surely reaching us on another path.
Still, this seemed better than your 25 KB/second number. Drop me a note if you want me to investigate further; there might be a server configuration problem.
