Here's my situation,

I've had paypal for a couple years now just ran under my checking account which has been working fine. The only problem is, is that I was using an old "merchant" account from paypal when I was selling computer equipment on ebay. I have moved on since and need to cancel that paypal account and open one up in my new Doing Business As. As far as I can see, paypal has no option to let me change my business's name and I was wondering if I cancelled this account with no funds in it if paypal would let me open one backup with the same information. Thanks.

I believe so, however to confirm that I would contact PayPal first.

I've done it before but under different circumstances.

If you want to change the name on the account just contact PayPal support.

I wouldn't advise closing and re-opening...
