I have seen many sites / companys who have devloped software solutions for Cpanel/Whm Resellers to create reseller accoutns without the need of root, does any one know public control panels I can buy or lease to do this?

So, your saying you have a reseller account on a server from a host, and you want to sell that space to others, who can then onsell the space?

eg. Host > Reseller1 > Reseller2 > Client.

IMO, it would be best if you (Reseller1) just offered a discount on your services to your clients wanting to resell (Reseller2).

I have only seen software developed by the host companies that offer this option. If you search one WHT was selling a script like this I think.

I believe the owner of allabouthosting.co.uk was selling it at one time, but decided to keep it internal. Best bet would be to write your own, or hire someone to.
