I am looking for a GOOD low cost Affiliate program, I was told about one which I forget the name that cost I think $200-$400. I can't afford hardly that much, Any ideas?

Try checking out http://www.shareasale.com/. I'd do it myself but these 3rd parties add credibility and also give you more access to folks wanting to place your banner or text on their site. What type of commission are you planning to offer? Most of the hosting commissions I have seen are 1-2 months of the hosting costs.
