I'm with Mfjp on this....Although you can have a good and fast service (by your standards) for cheap...you of course are going to get better if it's not cheap, so it's not going to be as good and fast as joe blow who has spent decent money on similar services.

If you will settle for 2 and 3 the my reccommendation would be www.edeltacom.com, they are 30 miles outside Atlanta and have OC192 coming in the building and OC192 going out the other side. Plus they offer Streaming Media.

I really don't understand why people are so inclined to hear those with OC192 loops into the building.
Just because you have OC192 loop into your building, doesn't mean you have OC192 in/out of IP. Most Tier1's will not sell anything bigger than OC48 for IP access.
And also, when you make decision on bandwidth viability, I would first look after a provider who provides good service and dedication to the customer, as long as they have enough bandwidth to SERVE _MY_ needs. If its a small provider who only has couple DS3s bgp'd for redundancy, that is not saturated, fine, I'll go with them as long as their service and customer support is good.
OC192, OC48, etc loops into building are merely nothing more than marketing hypes.
