I heard Peer1 is a good reliable provider with 100% uptime guaranteed. I am not sure if they allow IRC, but you can call them and find out .

I believe they allow IRC but only for small amount of clients. As Im sure they dont want to have more network hassle than neccessary.

Peer1 only supply rackspace and bandwidth, you'd have to talk to a hosting company with a peer1 presence to actually get an account there.

I am going to visit Peer1 (NYC, Broad Street) tommorow, as well as some other data centers. Visiting data centers have always been exciting

ask them, thats the best answer.
I have seen them say that they are not against anyone using irc from their network but as all providors they do not like any DoS.

which makes me think they know IRC != DoS.

You can also talk with rusko from this forum (email paul@rusko.us.) We're getting our backup box colocated with his company at Peer1 NYC. I am pretty picky about datacenters, and I wanted another company that guaranteed 100% uptime. After long research, I picked Peer1. We will be starting our colo there soon. I'll let you know how it goes.
