u can use the circle selection tool, and delete part of it, or use the pen tool

You could also use the rounded rectangle tool to create two separate rectangles, then melt them into one another to match that image you attached

There isn't, actually. I just meant using your own methods, by deleting and "merging" ("melting") them into one another.
