I do not have a web site and I am still exploring hosting options. Despite this, would it be in my best interest to register the domain name I want now or is it best to wait until I know who my host will be ?

register it now, do NOT let your host and domain registrar be the same. Sometimes hosts will hold your domain hostage if you leave their service. I recommand going over to www.namecheap.com and registering there.

If you are starting out probbaly the former rackshack.net is the way to go. $5.00 USD + tax

if he doesn't even have a host, maybe he should stick with a place with URL forwarding and email forwarding so he gets some use out of it for the time being?
