If I buy a flash template from eg. templatemonster can I customize it? I mean become only jpeg and swf files or become the original vector graphics such as a photoshop or Flash files too?

A lot of templates are one big image that have to be completely redone for useful websites. Make sure you get the source for a Flash template.

Templatemonster tells you what source files you will receive with each template.

Most templates from there are too hard for the average user to custom the entire template themselves, aside from text.

Which is why they come here to find the $5-$10 splitter
Back when I bought a TM template, they weren't offering the Flash headers yet, so I've never customized a .FLA of theirs. But as for customizing the PSD, it was easy and painless. It's just when you see the design in JPEG form, it looks great. Then you split it, and it starts to break apart visually.
Oh well, it's $40

Template monster is very easy to configure and modify, its just the template html page is VERY poorly coded, I have yet to see the day when nobody has to recode the whole template to actually use it correctly on the web...

One of the biggest problems that I have noticed, is that the templates are coded for "general" use. PHP, CGI, and ASP have now walked in the door, and people are trying to add all their scripts to a template that wasn't designed to support it. Its not that the templates are bad. Its people look at the design more than the "useability" of what they are actually going to do with it.
Just my 2 cents

To answer your first question, I would say yes. This is of course, dependent on the extent of your knowledge in HTML.
You do get both source files with most, if not all of their designs.
