For UK providers, you could check out www.findyourhost.co.uk or there is a pretty old list on www.whichhosts.com although with some providers listed you'd have to check to see if the servers really were within UK/Europe as a lot use US based servers to save money.

You arent going to get a dedicated server of any quality over here for that sort of money when compared to the US market.

I don't expect a quality server, I expect a low end server with a modest bandwitdh allocation for this price.

Bandwidth isn't all that expensive over here, you've just got to know where to shop and be buying in volume.

It is if you want quality, there are alot of bandwidth suppliers out there who will offer a good price but the connections are pants. But then they do say you get what you pay for.
