Unfortunately, Registrar-Lock usually indicates that the customer has put a lock on the registrartion to help prevent it from being transferred without their consent. So, most likely, it means nothing as it relates to whether the domain will soon be available for registration by you.
On the other hand, if it is on "REGISTRAR HOLD" that is a different story. Usually what happens is that a domain expires and the registrar can hold it for up to 45 days without sending it to the registry and putting it into a 30 day "REDEMPTION PERIOD" where the original registrant can get the name back, but at a higher cost. After that, it goes into a 5 day period where it will be listed as "PENDING DELETE." You can see this graphically here:

http://freewho.com/checker/index.php to estimate when the name will actually drop.
Of course, different registrars do things differently. Stargate usually has NO 45 day grace period before throwing the name into the "REDEMPTION PERIOD." But Network Solutions has been waiting on average about 3 to 8 months from my observations before giving up and putting the name into the REDEMPTION PERIOD.
I guess you really need to check on when those names expire... but do it at the whois where the names are registered. Often after a name has expired and before it goes into this REDEMPTION PERIOD a general whois inquiry (like at internic.net) will show that the name was renewed when actually the original registrant did not renew it yet.

Cheap backorders would be NameWinner.com (you don't pay unless they get you the name) and GoDaddy.com (good monitoring of the name - it checks daily to sense if there any changes in the status of the name, too).
If you just gotta have the name, Pool.com is very effective starting at $60.00 (again, you don't pay unless you win the domain). Then there is the original snapper: SnapNames, which can be ordered at a discount on Snaps.com or CheapSnaps.com.
And who knows (I don't) what's happening with with Verisign's proposed WLS backorder system which will sadly put all these guys out of the backorder business. It was supposed to come online Oct 27th, but there is now no mention of an implementation date on their website at
www.NextRegistrationRights.com
