I'm really looking for a data center that leases out racks and bandwidth that I can resell. I appreciate the response, but it looks like they sell to the end user.

If you are willing to look as far as St. Louis, try Xiolink.com (formerly RackMy) or Cybercon.com. Both have great facilities and great networks.
