I think macromedia flash will let you save your work as a .gif And yes it will be animated.

No problem. Not only can you save as .gif but you can also save your work as a .html

Flash will let you save a .fla file as an animated .gif instead of a .swf.

File>Publish Settings
check "gif" and uncheck everything else.
You'll now have a tab that says "gif" next to the "formats" tab.
Click on that.
Click "animated" and the other parameters you want, like number of times to repeat, size, transparency, etc.
Click on Save or "publish."
If you click on "publish" it will save it as a xxxxxx.gif
If you click on Save, you then need to go to File>Publish Movie and save it where you want it. It will save it as a .gif.
Put it in the html page the same way you would any .gif.
You will only see the animation when you preview the page in a browser.

As for file sizes, swf will generally be much smaller than an animated gif. I admin a board where an advertiser submitted a 245K ani-gif. After a few complaints, the advertiser re-worked it as a swf and the identical ad was then 65K, resulting in a savings of nearly 75% on their bandwidth charges for serving the ad, as well as faster download times for those on dialups.

It depends on what it is what settings you need to use.
I'd suggest posting it and let everyone take a look and see if it would be better to keep it as a swf.

If you first saved as .fla(you can edit/modify the file) then publish your file and then saved as a swf(Export movie), the swf will act as the Flash player.
Flash will also create an HTML page with the same name as the .swf file. Just copy the code and paste it to your actually page that you want the movie to play, of course the .swf file should be in the same folder also.
Regards
