I don't think they actually monitor the number of visitors you receive.

More likely than not, it is just a marketing technique which they are using to simplify the technical aspects of the hosting environment you are going to receive, because not all clients are tech-savvy so you could tell them stuffs like "you are getting 1 full CPU core and 2GB of RAM" and they may not understand if that is a lot or very little.

Also, it is just going to be just an estimated figure. However what is clear would be the package which allows for a higher volume of visitors would naturally come with higher resource allocations.

Some providers put HTML or vanilla PHP sites on their hosting and load-test them. This gives them an idea on how much traffic a specific package could handle.

However, that is likely to differ depending on the site you will be hosting. If you are just starting with a reseller hosting, chances are, most (if not all) of your websites will run just fine with standard allocations. When you need more, you can upgrade to a higher package. Upgrading is painless with most providers.

Normally hosts use estimated numbers based on the amount of CPU or RAM they allow each account to use. It will a little bit more difficult to limit the number of visitors a hosting account can have. With RAM and CPU, you can use CloudLinux OS to limit each account's CPU and RAM usage.

This limit may be theoretic, not actual. Hosting providers have Resource Abuse Policy. They have generally limits for Inode, Memory and CPU usage, MySQL and Apache connection, sending mail per hour.. etc. on this policy. You can be reach these limits without getting many visitors, too.

Not all providers have the same strategy but if you are worried about the limit, go for a dedicated server depending on how much bandwidth you need of course.

It's a approx value of a offered package to get you an idea eg. If a user subscribed for package "A" it could handle 10k traffic monthly but it's can be low or high depends on their website content.

Everything is just an assumption, while someone still monitors for number of visitors in Apache tools. Even if they monitor using tools, it might not be accurate and it will count bots into the visitor stats. At the end of the day, if your hosting provider is monitoring using some apache tools, you're not going to get the "as advertised" visitor count. (I don't know what name of the tool is exactly but I am sure it is based on Apache)

Some hosts monitor this, and someone doesn't. It is better to ask the host you have decided to go with, before you purchase your hosting about this. Because this varies from host to host.
