Well it costs them money for the bandwidth, and not 0.00000001c per gb either, roughly 3-4c per gb. They also have to cover the cost of buying/leasing the server, and the space in the datacentre.
They also have to pay staff etc to help you when you need it, so in all honesty I'd pay $100 minimum because below that you're not going to get the service you require

Nocster has a lot of cheap servers. Especially if you buy through a reseller. And they are managed so it is great. They also accept PayPal.

Rackshack has some $99 servers that are great quality but last time I checked they didnt support PayPal

One of our transit points in Miami is also home to VaultNetworks. They seem really great and we've never seem them NOT in the cage, so that is a good sign.

They said something about having really cheap Duron servers this week. You might want to email them and see if they will cut you a deal.

TWS HOSTING (twshosting.com) Have $99 a month hosting packages. I use them to host a few sites using the reseller package they offer with the server.

On a side note my server was up during the blackout yesterday.
