The general train of thought seems to be:
vBulletin (this one you're looking at *may* have a freeware)
Ultimate BB (the free one is a cut down)
Boardpower (the one I'm looking at / free for non commercial)
I'm leaning towards the last as it has a javachat system built into it now. The install was a walk in the park, and doesn't spread out too far through my directory.
you might want to look cgi-extremes or cgi-resources for others though most are a bit nasty. Actually if you'd asked yesterday I could have given a link to a huge link list of free chat/forum stuff *sorry* cleaned my bookmarks.
If you go for a chat system too, Ralf's Chat seems well liked (though I don't like the look) or j-pilot for javachat. (both free)

cant go past phorum - at phorum.org - its free and is very good. Uses php and your choice of database.

It's the Boardpower forum I mentioned earlier in this thread. Right now I'm really liking it, especially with it's javachat feature. No-one else has mentioned it though so I'm thinking there's a reason people don't use it?
I'm a big believer in if something is too good to be true, then usually it is.. so anyone?

Well I know a couple people who switched from it earlier this year because it had a problem with allowing someone to register infinite accounts and they got flooded by someone who didn't like the sites. That's probably fixed now, but the first impression is a lasting one.

There are dozens (well over a hundred) forum/discussion forum scripts, and many free ones. Even some commercially supported programs have free versions, albeit not as fully featured as their licensed versions.
I have information and links to other resources on my site. The most comprehensive list of programs is on David Woolley's site. It includes threaded and linear programs, and programs for various operating systems and scripting languages.
There's a wide variety of programs and some go beyond just a discussion program, including such features as chat rooms, polls, and others. Rather than just choosing what others recommend you might want to familiarize yourself with what's available and choose the right one for your purposes. Some people are prejudiced for one type of program and against another and their recommendations reflect that prejudice.
I like what I use, and acknowledge that though it suits my forum members (who helped choose it), that it may not be the choice others might make. I think everyone should make up their own mind as to what suits them best.

http://yabb.org/ is a free one (open source). I have used it as a member, not as an administrator. I like it.

I would not recoment YaBB. It is a has some major securtiy issues.

Just about any perl-based forum script does. However, YaBB has posted a notice about a change that needs to be made to the script to negate a certain function.

I like UltraBoard's they are probably the least known, but they are my favorites. They are working on a new Personal Edition (which is free) but the full version is only $40. And that is cheap for a message board.
