I'm looking at registering a domain with NameCheap that I can forward to an Ebay Store. Will that work?

I also want to verify that I can create e-mail addresses for that domain and forward them elsewhere.

Are both of the above doable with NameCheap?

If I'm not mistaken, you can use namecheap's url forwarding and the email function but if you change the nameservers away from namecheap, the email or url forwarding no longer is functional.

Yup you can indeed, as fewcoin said you just need to make sure that you leave the domain on namecheaps servers. Email forwarding is available also, but if you require boxes instead of forwarders it will be an extra $20 per year on top of the $8.88 registration fee.
