You're not very clear in exactly what you mean ?
If you want to have remote control of a hosting server you will need a VPS.

You should be able to get a low end VPS with windows for around $10 per month, take a look in the offers section.

So, if you need RDP for only browsing/downloading, why not to use VPN service instead of buying vps with windows license?

Since your only purpose is for browsing and downloading, you can also use a linux OS, it is free, and you can use it in a lowend VPS also

Hi @koolaquarian,
You would be able to buy a low cost Windows license yourself and to install it on any virtual server. The monthly cost would vary depending the web host's business model, location, infrastructure, etc. There are many that sell VPS at very low cost, but I would not go with one of them, unless the lower cost is reasonably justified (same for expensive services). Without the Windows license you'd find a decent service for $15 - $20 per month, I guess. Just go review the VPS offerings.HostColor.com ★★ Edge Infrastructure - US Dedicated Servers & Europe Dedicated Hosting ★ since 2000

A low-level VPS provider would probably be able to do what you need.

You know before choosing a host, try to find out as much info as possible about it via reading info on Review websites.
Ask their clients directly about all drawbacks of the host.
