error edit/create user | Cannot lock /etc/locks/ptmp

Hi,
I have a poblem with my raq4,
when I would chage or add I user,
I get an error: Cannot lock /etc/locks/ptmp

I tryed to do a chmod, or delete the directory, but then I get this error: rm: cannot remove `/etc/locks': Input/output error

Can somebody help me please...
