Sites that monitor network problems?

I lost some links I once had. Can anyone remind me where there are sites where I can see network latency and spot problems with the major US backbones and datacenters?

For instance, I just had two clients tell me they can't see their sites, but I can, my monitoring service can, and my datacenter is experience no problems. So it's somewhere between them and the datacenter. It would be nice to be able to say "I see there is trouble in the XYZ network... there may be connectivity issues in the network between your ISP and the server."

Let me know if you find a solution. We'd be interested, too!

I believe Alertra only monitors your website, not a network.

Thanks, techxon, internetpulse.com was one of the links I lost. That's what I had in mind... indicators of the overall conditon of the major networks.

I love Alerta, babarami... I buy monitoring for my servers, and I send panicky hosting customers to see that "Yes, most everyone else can see your site in the US and Europe; it's just YOU and your ISP having trouble reaching it."
