You don't buy IPs, you rent them...and assuming you mean ARIN in the US....$500/year.

Ah yes, ARIN and I knew that they were rented. I just didn't know how or where to get them. I now see Sunset Laps leasing them for $0.16 on a prepaid basis. Thank you for your help.

You need to contact ARIN: https://www.arin.net/resources/request.html

Oh, hey! Great! Thank you. I also see that Sun Labs is offering to lease IP's for like $0.16 each. Is this safe? They advertise here.

It is not as simple as just going to Arin and getting ip's. If you want a /23 you need to have a /24 from an upstream provider already in use and show proof of usage for the past 3 months. You also need an AS#. To get an AS# you need at least two upstream providers. At which point you will be running your own small network. If leasing ip's just make sure they are not black listed. You will also need your own AS# to announce your leased ip's unless your host or host host will announce it for you, or you host with the company you are leasing the ip's from. You can not just lease the ips from 1 host and start using them with another host. Also FYI most eBGP does not route smaller then a /24 so splitting them between providers is not possible.

You can buy from the IP brokers, for APNIC, I think cost is roughly A$15 per IP.

Unless you already started the process requesting the IP addresses from ARIN, you should probably look else where. Ticket responses are a couple of days and it's my understanding, the queue is quite full at the moment. Not to mention, only /23 and /24 blocks are left, by time you got approval, the /23 blocks you are looking for will have been taken. Those requests not being fulfilled will be waitlisted.

For such a small block size, it is best to get them from your upstream provider. Just meeting the ARIN requirements are tough, although @cfhdev is wrong in some regards (you don't need your own ASN), it is still quite the task.

    Full information at https://www.arin.net/policy/nrpm.html#four221
    Basic at https://www.arin.net/resources/reque...ial_alloc.html

Without a ASN and a Multihomed network your odds of getting an assignment under an ISP allocation is slim to none, with the exception of requesting both at the same time.

The fee is $500 for that size initial allocation.
    $500 for the initial ASN.

If you think you qualify fill out a request at at
    https://www.arin.net/resources/request.html
Then let us know what they say. That is provided you are in the ARIN region.

ARIN has started to refuse allocations; only a few more weeks and they will be out of space completely.
