CAIS is a relatively large regional provider (when they are not in bankruptcy  ). They have a good-sized data center in McLean Virginia, and they also sell T1, T3, and DSL lines.

Correct, it was updated today and someone just happened to post an IP address today, instead of the domain name.

Yes. She's a she 
Maybe that's why an IP is posted, because the DNS record may not have resolved yet
IPs listings are almost always of the network, or the data center you used. I am sure most of the host don't have their own network blocks. So CAIS internet is just the host for that site probably.
