Could anyone tell us are they able to access this url: http://bshserver.com/bill/clients/index.php ?
Particulary those in Canada and UK.

Well, you've had responses in this thread from persons in UK and Canada.
I know you said it's 'client s that can't access. But, maybe it's coincidence that they both need to clear their Temporary Internet pages or something. 
heh . . . I know . . . long shot . . . . but ya gotta try somethin.
Maybe have them send you a traceroute?
