DigitalOcean is a nice provider, but if you plan to resell their services you must contact them and ask them to raise the 5 droplets per account limit. Unless doing so, after you create 5 droplets, you will not be able to create/resell more.
Other reliable VPS/cloud providers are Vultr and Linode, we used both of them in the past for some of our projects and applications, and we were happy with their uptime and fast support.
Regarding your question about dedicated server, or home PC for hosting, of course you should buy a dedicated server in a reliable datacenter. Home PCs are not suitable for providing web hosting services to customers.★ NetworkPanda :: Web Hosting SSD Powered :: Reseller Hosting

Most people start with a reseller account or VPS. I would only say start with a dedicated server if you specifically want to sell VPS's. I would say wait it out and build a small client base for web hosting on a VPS. Do not host from home, it can be done but you will need business class internet at the least with lots of static ip addresses, backup power etc. Its more easier to co-locate, or get a dedicated server/VPS.

Do you mean you want to resell shared/reseller accounts off a VPS?

I would suggest you to forget about "unlimited" space and bandwidth. Not going to choke on a topic that has been torn to pieces again and again. Just don't! Even more - make sure to check and ask about all possible limitations applied by your future host. Having a clear idea of what you have will give you aid in how to slice up the accounts that you will be offering for customers too.
As for the currency, this would depend on your client base and where they are located. If you are going for a more global approach you can easily offer multicurrency options too. But USD is always a good bet unless your clients will be predominantly European.██ www.WebHostFace.com where Service always comes with a smiling face!
