Should Web Hosting Talk start a complaint forum?
Is this crazy or will it help companies stay away from being burned?

It could have special rules which might help to make it a bit more civilized and make the "rules of engagement" clear for all. In the past there was too much inconsistency and undue influence and favouritism regariding complaints about certain hosts.

I didn't know they did it before... interesting???
Wouldn't of minded taking a look back then,
To be honest it sounds like a good idea but I can see some favoritism in the works.
Still it might work and help..
I guess the main way like you said is to have specific rules which would make the moderators work harder and I doubt they need any more work.
Still said yes though just for the fact that it might help expose hosting customers that go host to host doing charge backs and spamming.

No, kind of sick of seeing them. They should have a Burst,DedicatedNOW,FeaturePrice forum though.
What does one host say to the other? "(HostA) Want to go see a movie?" "(HostB) Sure, can your parents drive?"
I'm premium, and no, I did not have to pay $6 a month to figure that out.

Do you think that WebHostingTalk should include a Chargeback/Fraud orders complaint forum?

I think they should have a "shame" section.
As a person who has been burned by 2 people on this forum for money I feel it might avoid this happening to others.

I wouldn't mind seeing an actual "Host Review" forum, because the ones designed for that get filled up with complaints quickly.
Sorta like "Website Reviews" maybe "Webhost Reviews" ...What does one host say to the other? "(HostA) Want to go see a movie?" "(HostB) Sure, can your parents drive?"

We seem to have several complaint forums already and if we made a special one, people would still complain in the wrong forum anyway
