Error: 1045 & 1044 re: MySQL

I keep on getting Error: 1045 when trying to access mysql from root.
root] # mysql -u root -p -h localhost
Enter Password:
Error 1045; access denied for user; 'root@localhost' (using password: YES) and also with (using password: NO)

I can get in using; mysql -u admin
Welcom to the mysql.........

When I try

mysql> GRANT ALL PRIVILEGES ON mysql.* TO ____@localhost
IDENTIFIED BY 'a_password' WITH GRANT OPTION;

Iget; Error 1044; access denied for user; '@localhost; to database mysql

Any name for user is not accepted.

Can anyone help?

Are you on a rig with a control panel or is this a plain install of Red Hat, another distro, FreeBSD?? What versions, etc. Did it previously work?

After log in as root
When I entered /etc/rc.d/init.d/mysqld stop
I got bash No such file or directory

When I log in as: mysql -u admin
I get Welcome to..... server version: 3.23.54-Max

In the asp manager server it says: mysql 3.22.32

I removed 3.23.54 because it wasnt working
