Cpanel on a VPS will be $11 - $15/month of your cost, but on a dedicated it turns to $20/month+.
Any dedi you're getting for $40/month isn't likely to be very good processors wise or have a reasonable RAID under it.
At $50 - $60/month on a VPS you should have no problems getting something top quality.
While I know you said unmanaged, you could easily get something nice with knownhost for well within that budget.

Indeed with this resources you require you'll find it much easier just to go after dedicated server as there are many more offers that look like the above set up.
WHT has a section dedicated to hosts offering their services with promotions known as the hosting offers forum category found at the bottom of the forum index page you should check the posts / threads out there you never know you may find a better deal then what your currently looking for.
I've been gypsying around trying out numerous VPSs and vendors for a couple months and finally decided to plunk my gypsy camp down on a dedicated server (just got it on Thursday). The best deal I could find was the A8i server with 1&1. $60/month and comes with an Atom C2750 (budget CPU absolutely but it is brand new- check out specs before anybody laughs), 8GB ddr3 w/ecc, 1000GB in raid1, 100Mbps connection with unlimited traffic. I looked pretty hard for the catches and it's just the obvious ones you see during checkout- $49 non-refundable setup fee and the $60/month requires 2-year contract. I think without contract it was $80/month?
Anyways, I did quite a bit of looking and that seemed with a decent margin the best deal in that space right now and it does fit into your requirements. good luck
I have seen in the offers section small dedicated servers that would fit your price range. I was even going to suggest a company, but then notice you need cpanel as well. Is their any particular reason you would actually need cpanel?
There used to be a fellow around here that did VPSes that had -dedicated storage- (As in a single hard drive dedicated to the virtual machine)...
Who was that? I know Gabe at IOFlood used to do that, but I could have sworn someone else did too.
Anyhow, look that up. Might be worth checking out and be cheaper than a dedicated server.
