Need a dedicated server with minimal ping to Brazil.
2 x Xeon /32 GB RAM / 4 x 300GB SAS RAID 10
Pings above 120ms+ are not necessary

Based on his latency requirements it looks like he's going to be limited to Miami and the surrounding area.

To get that kind of latency to Brazil a provider in Florida is going to be the best bet.

Who will show lower ping?

It's a shame the ping is so important to you. I'm getting average 250ms over here which still isn't bad at all!

i get 140ms from Dallas (ed: but it goes through Miami, 30ms for that, so I guess you can find something in Miami at around 110-115ms)

Why Miami if you can get server in Brazil? I know Maxihost is good at servers there.

Servers in Brazil will cost him easily 2-3 times the cost of USA bandwidth in Brazil is still actively sold for $50/1mbps and thats considering competitive
Also UnitWeb mentioned he wanted 100mbps shared between the servers, 100mbps in Brazil can easily run you a lone $4,000.00/month
BTW We talk from experience because we have 2 data centers in Brazil and know the market pretty well. This is the reason we offer clients options in Florida and many find it cheaper and within their latency needs

Yes, your best option in Brazil is to have services in Miami.
If I recall correctly the MI3 cable to Brazil makes landfall in Boca Raton so the new Equinix data center there is an option as well.

There is no chance you get <130ms ping on a steady pattern. Even to Miami. Unless you are in the Northeast and somehow directly connected to Fortaleza without going down south. From Rio or SP you cannot expect 115 or even 125ms (maybe once in a blue moon).
And this using Oi. Forget about it if you need to reach Telefonica.

Have you considered looking in the Southwest United States anywhere? I ran a ping and a trace from a couple places and they both got routed out through Dallas - maybe that would be a good place to check.
