Budget $40, US any location.
Managed preferred.
About HD no preferences, need to get rid of the dedicated, already transferred 50% of sites, but hosting went out of stock to get my other 50% out. I'm getting $39 for this config but looks they are not going to fulfill.

if you want to decreased your diskspace requitment to 200 gb diskspace tmzvps would be good choice

It will be hard to get a decent managed server with these specs, especially 250 GB of storage for that budget. Generally for needing so much storage, a dedicated server would be recommended, but I see you mentioned you want to move away from dedicated server.

I think managed at $40 might be hard to accomplish - at least at that RAM and Disk usage.

Which virtualization platform you are interested to? Xen? OpenVZ? Or KVM?

I think you may need to sacrifice some of your requirements but you could get a really cheap service which comes with decent support but not fully managed based on some oversold OpenVZ.
As long as you are not expecting any real quality in any specific area then you might just pull it off but not with a cPanel license included.
